On December 4, 2020, PCVA settled a case for $8 million against the City of Tacoma on behalf of Than Orn, a 34-year-old man who was shot multiple times by police for allegedly failing to obey police instructions.
While driving away from police at low speed on October 12, 2011, Than Orn’s spine was severed when officer Kristopher Clark fired ten shots at the car, striking Than in the neck, back, and shoulder. As a direct result of his injuries, Than remains paralyzed from the waist down with both legs amputated below the knees.
The systemic failures of the Tacoma Police Department resulted in unnecessary excessive use of force which left Than permanently disabled, in constant physical pain, and mentally and emotionally devastated. He lost his ability to work in his chosen profession and will require medical and respite care for the rest of his life.
According to PCVA partner Darrell Cochran, “Today’s settlement demonstrates that Tacoma Police, the City of Tacoma, and Officer Clark can and will be held to account for their actions. While no amount of money will restore Mr. Orn’s legs, career, marriage, or family, this settlement will help to ensure that he has access to the ongoing medical and respite care that he requires.”
